Cultural protection

As part of its cooperation with Danish Cultural Institute, PEN Belarus worked to strengthen its engagement with the United Nations system in order to draw greater attention to violations of cultural rights. In 2025, PEN Belarus established a direct dialogue with the UN Special Rapporteur in the field of cultural rights. Early in the reporting process, the organisation took part in an individual consultation, providing expert insight into violations of cultural rights in Belarus.

In December 2025, PEN Belarus also brought together cultural and human rights organisations to document patterns of violations affecting the cultural sector. This documentation was subsequently shared with the UN Special Rapporteur.

These efforts contributed to ensuring that cultural rights will receive greater attention in the Rapporteur’s future work.
