Financial Controller in Vilnius
Danish Cultural Institute is recruiting a Financial Controller for a civil society support Action implemented under the EU4Belarus programme, financed by the European Union. The position is based in Vilnius, Lithuania, preliminary starting on 1 February 2026, for a duration of 25 months.
The Financial Controller is responsible for ensuring sound financial management of the Action in compliance with DG ENEST contractual requirements, EU Financial Regulation, and internal procedures of the Employer. The role ensures the eligibility of expenditures, accuracy of reporting, and effective financial oversight of partners and third parties.
Main responsibilities
- Ensure compliance of all financial management processes with the Grant Contract.
- Establish, maintain, and operate an effective internal financial monitoring and control system for the Action.
- Perform budget monitoring, procurement control, and tracking of financial implementation against approved budgets and work plans.
- Prepare and submit timely and accurate interim, mid-term, and final financial reports to the Contracting Authority.
- Ensure correct booking, registration, and supporting documentation of expenditures in line with EU eligibility rules.
- Manage transfers of Action funds to project partners in accordance with approved expenditures reported in progress reports.
- Oversee Financial Support to Third Parties (FSTPs), including:– Verification of financial reports and supporting documents
– Provision of financial guidance, templates, and clarifications on eligibility rules
– Coordination of payments in cooperation with Employer’s Headquarters finance staff
- Supervise and support project partners on financial obligations, including first-level control arrangements, identification of certifying bodies, and collection of declarations of expenditure.
- Support audits, expenditure verifications, and controls by external auditors or EU-appointed bodies.
- Provide financial input and updates for internal coordination meetings, follow-up meetings, and donor reviews.
- Carry out additional financial or administrative tasks related to the Action as required.
Required qualifications and experience
- Proven professional experience in financial management of EU external action grants, preferably under DG ENEST, DG NEAR, or equivalent EU funding instruments.
- Prior experience with Financial Support to Third Parties (FSTPs) is a strong asset.
- Demonstrated experience in budgeting, financial reporting, and financial control of large-scale, multi-partner Actions.
- Knowledge of EU grant contract rules, eligibility of costs, procurement procedures, and audit requirements.
- University degree in finance, accounting, economics, auditing, or a related field is an advantage.
- High level of integrity and ability to handle confidential financial information.
- Strong organisational skills, attention to detail, and ability to meet strict contractual deadlines.
- Excellent command of English and Russian; knowledge of Belarusian is an asset.
